香港牧師吳瑞龍23日在聯合國人權理事會一般性辯論中發言時表示，香港回歸25周年來，「一國兩制」政策一直保障宗教及學術言論的自由；《香港國安法》實施後，上述自由得到更充分保證。

    以下為演講全文：

    我是吳瑞龍牧師，是一位牧者、一名學者。從我的經驗來看，香港回歸25周年來的「一國兩制」政策一直保障宗教及學術言論的自由。國安法實施後，上述自由得到更充分保證。

    香港基督教一直可以分享福音，如2007年的葛福臨布道大會等。這些大型布道需要香港政府不同部門支持及批准才可以舉行，例如警方評估風險。如果香港政府限制宗教信仰，這些聚會就不可能舉行。

    香港回歸前約有七成小學、中學都是宗教團體辦學；1997年回歸後，香港的小學、中學仍然是這些有宗教背景的辦學團體運作，也有批出新的學校給宗教團體接辦，例如宏恩基督教學院。

    故，我藉此機會向世界展示香港是公平有愛的社群，我們宗教人士會齊心協力確保香港「一國兩制」政策行穩致遠，香港是追求世界共同價值，達致各國團結，神人共愛的世界！

    Hi! My name is Rev and Dr. Edmund Ng, a pastor and a scholar from Hong Kong. From my experience, the freedom of speech in religious and academic areas has maintained under the implementation of One Country, Two System in the past 25 years. After the implementation of the National Security Law, the above-mentioned freedoms have been more fully guaranteed.

    Hong Kong Christians were able to preach the gospel through citywide evangelistic meetings, such as the Hong Kong Franklin Graham Festival in 2007. Those meetings had the support and permission of the government, such as the RISK assessment from the police. These meetings wouldn't be held, If the Hong Kong government restricts religious belief.

    Before returning to China, about 70% of primary and secondary schools were sponsored by religious groups. After 1997, not only were these schools continued to be sponsored by religious groups, there are also new schools approved for religious groups. Such as The Gratia Christian College.

    Therefore, I would like to take this opportunity to show the world that Hong Kong is a fair and loving society, and we religious people will work together to ensure the prosperity and stability of Hong Kong. As Hong Kong pursues the  common values of humanity, we hope to achieve the unity of all countries, and to create a community that is loved by God and humanity!
